Under current Texas law, it is unlawful to use a drone to hunt, drive, capture, count, or photograph wildlife in association with recreational "sport" hunting. The Texas Parks and Wildlife Department (TPWD) prohibits using drones to aid in the "take" of wildlife—which includes scouting for game or locating wounded animals—without an official Aerial Management Permit (AMP) and a Landowner Authorization (LOA). While thermal drones are popular for deer recovery in other states, TPWD currently interprets the federal Airborne Hunting Act as prohibiting this for recreational hunting in Texas. This does not mean that wildlife management can not be done. It means that if you are trying to manage a deer herd not related to hunting, you can apply for a permit. The permit requires approval of the landowner and cost an additional $210 for the permit to be received from the state of Texas. This does require quarterly reporting and is good for one year, typically.
